A gap in the record
It first reported in 2000, but filed no report for 2018 to 2024. Those years are gaps, not years without lending. Its 2025 figures therefore cannot be set against the years before.

Our analysis, 2025
Puerto Rico Federal Credit Union, a Caparra credit union, is back in the public record in 2025 with 79 conventional loans for home purchases and refinances across Puerto Rico.
It first reported in 2000, but filed no report for 2018 to 2024. Those years are gaps, not years without lending. Its 2025 figures therefore cannot be set against the years before.
Home purchases made up 69.6% of its lending and refinances 30.4%. Every loan was conventional. Its typical loan, $145,000, was larger than the $95,000 at a typical similar lender (credit unions making between half and twice as many loans), and larger than at more than three in four of them. Its typical rate was 6.25%, against 6.75%.
In San Juan-Bayamón-Caguas, its largest market, it ranked 26 of 63 lenders with 0.6% of lending. Banco Popular de Puerto Rico leads there, as it does in Aguadilla and Mayagüez. Its apparent share gains in each market reflect the missing 2024 report, not new ground.
Every one of its loans went to a majority-minority neighborhood, against 9.3% at a typical similar lender. That follows from where it lends: all 25 of its counties are in Puerto Rico. Loans in low- and moderate-income neighborhoods, at 15.8%, were near the middle of similar lenders.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
FIG. 1 — LOANS ORIGINATED, 2025–2025
Originated means the loan was made: applications denied, withdrawn or not accepted are not counted. Years with no HMDA report from this lender are left out: since 2020 a bank making fewer than 100 closed-end loans a year need not report. Puerto Rico Federal Credit Union took 79 applications in 2025.
