Long Beach City Employees Federal Credit Union is a small refinance lender whose loans go overwhelmingly to majority-minority neighborhoods, and in 2025 it more than doubled its lending.
Refinances made up 89.2% of its 37 loans in 2025 and purchases only 8.1%. Every loan was conventional, as at the other credit unions making between half and twice as many loans, its similar lenders. Its typical loan, $185,000, was about double theirs, $87,500.
78.4% of its loans went to majority-minority neighborhoods, against 9.1% at similar lenders, a higher share than more than nine in ten of them. Only 8.1% went to low- and moderate-income borrowers, against 31.6%, among the lowest of its peers. A refinance book with larger loans may draw on established owners with higher incomes.
Its loans rose 131% to 37, after falling to 16 in 2024. Similar lenders made as many loans as the year before, and the whole market grew 10%. Even after the rebound it made fewer than half the 83 loans of 2020. With so few loans, one year's swing says little.
It has lent in the Los Angeles area since at least 1990 and ranks 430 of 757 lenders there. Its typical rate, 6.88%, was close to the 6.75% at similar lenders.
