The First Financial Federal Credit Union makes almost no purchase loans: its lending is refinances and home improvement, mostly in majority-minority neighborhoods.

It turned down 20.6% of first-lien refinance applications on owner-occupied homes, against 20.7% at peers, close to the middle. It had too few purchase applications to give a rate. So its refinance rate is the only one that can be set against peers'.
