First State Mortgage Services, the mortgage arm of a bank, is the biggest home lender in Bloomington, Illinois, with 21.9% of the market, and makes modest loans, almost all of them to buyers.
It ranked first of 221 lenders in Bloomington in 2025, and its share rose from 20.2%. The next lender, Morton Community Bank, lent $43.1M there. It ranked 17 of 289 in Peoria and 32 of 572 in non-metro Illinois, yet lends in 24 states, as far afield as Florida.
Purchases made up 88.1% of its lending. Its typical loan, $225,000, was lower than at more than nine in ten similar lenders, the 13 non-bank subsidiaries of banks making between half and twice as many loans; theirs was $325,000. Some 38.3% of its borrowers had low or moderate incomes, against 26.0%. Its denial rates were lower than theirs: 2.2% on purchase applications against 4.7%, and 2.6% on refinances against 10.0%.
Only 3.7% of its loans went to majority-minority neighborhoods, against 18.5% at the typical similar lender, the lowest share among them. Its lending is centered on Bloomington, Peoria and rural Illinois, which may have fewer such neighborhoods than the markets of similar lenders.
It made 1,350 loans in 2025, up 3%, while similar lenders fell 4%. That is less than a third of the 4,391 it made in 2020, but its count has barely moved since 2023.
