Our analysis, 2025
Democracy Federal Credit Union, a small credit union in the Washington area, makes a couple of dozen loans a year and has long done most of its lending in majority-minority neighborhoods.
Two-thirds of its 21 loans in 2025 were for purposes other than buying or refinancing, and 23.8% were for home improvement. It made no purchase loans. All were conventional.
Most of its lending goes to majority-minority neighborhoods. In 2024, when it made 41 loans, 75.6% went there; similar lenders, credit unions making between half and twice as many loans, put 11.5% of their 2025 loans in such areas. Its main state is Maryland, and it has lent in the Washington market since 1990.
Its loans halved, from 41 to 21, while similar lenders made 5% fewer. Its yearly count has moved between 18 and 41 since 2019, so one year's swing says little about its direction. Twenty-one loans are also too few to compare its prices or its lending to modest earners with those of its peers.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
FIG. 1 — LOANS ORIGINATED, 2019–2025
Originated means the loan was made: applications denied, withdrawn or not accepted are not counted. Years with no HMDA report from this lender are left out: since 2020 a bank making fewer than 100 closed-end loans a year need not report. Democracy Federal Credit Union took 36 applications in 2025.
