Our analysis, 2025
Timberland Federal Credit Union, a small Pennsylvania credit union, makes no purchase mortgages at all, and its lending to existing owners grew by almost half in 2025.
Refinancing made up 64.4% of its loans in 2025 and home improvement the other 35.6%. It made no loans to buy a home. Every loan was conventional. Its lending goes to members who already own their homes.
The typical loan was $55,000, against $95,000 at similar lenders (credit unions making between half and twice as many loans), smaller than all but a few of them. It lent $3.7 million in all, less than half the $8.4 million of the typical peer, though it made nearly as many loans.
It made 59 loans, up 48% from 40, while similar lenders grew 7%; more than four in five grew more slowly. The base is small, so a modest number of extra loans makes a big percentage. Its first report was in 2019, and it filed none for 2020 to 2022, which are gaps in the record rather than years without lending.
In rural Pennsylvania it ranked 258 of 643 lenders. In State College it ranked 70 of 192 with a 0.1% share; PNC Bank led that market. Its loans in poorer neighborhoods, at 17.0%, were close to the 17.4% of similar lenders.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
FIG. 1 — LOANS ORIGINATED, 2019–2025
Originated means the loan was made: applications denied, withdrawn or not accepted are not counted. Years with no HMDA report from this lender are left out: since 2020 a bank making fewer than 100 closed-end loans a year need not report. Timberland Federal Credit Union took 107 applications in 2025.
