Our analysis, 2025
River City Bank, a small Georgia bank, is spreading beyond its home town of Rome, entering four new markets in 2025 while its share at home slipped.
The bank lent in 20 counties across five states in 2025. It entered Tampa, Morristown, Columbus and Dalton that year, though it is a small lender in each; in Dalton it ranks 174 of 234.
In Rome it ranks 23 of 233 lenders, with 1.1% of the dollars, down from 1.8%. Its typical loan fell from $205,000 to $155,000, and with so few loans that alone could pull its dollar share down. Rocket Mortgage and United Community Bank lead there.
Its loans rose 16% in 2025, to 64, against 9% at similar lenders (state non-member banks making between half and twice as many loans) and 10% for the whole market. The bank filed no report for 2020 to 2022; those are gaps in the record, not years without lending.
Some 25.4% of its loans went to low- and moderate-income neighborhoods, against 18.7% at similar lenders, and 17.2% to majority-minority neighborhoods, against 6.8%. Both are higher than about two-thirds of its peers. Purchases made up 57.8% of its lending and refinancing 34.4%.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
FIG. 1 — LOANS ORIGINATED, 2018–2025
Originated means the loan was made: applications denied, withdrawn or not accepted are not counted. Years with no HMDA report from this lender are left out: since 2020 a bank making fewer than 100 closed-end loans a year need not report. River City Bank took 81 applications in 2025.
