Congressional Federal Credit Union lends far beyond its home market, in 41 states and 90 metros, and just over half its loans are refinances.
Its loans reached 155 counties in 41 states. Washington-Arlington-Alexandria, DC-VA-MD-WV, where it has lent since at least 1990, is still its largest market. It ranks 143 of 757 lenders there, and Rocket Mortgage leads. In 2025 it made its first loans in Bozeman, MT, Athens-Clarke County, GA and Lawton, OK.
Refinances made up 51.6% of its loans and purchases only 18.5%. All were conventional. Its typical loan, $155,000, was larger than at about three in four similar lenders (credit unions making between half and twice as many loans), where it was $105,000.
Low- and moderate-income (LMI) borrowers took 12.0% of its loans, against 27.5% at similar lenders, among the lowest tenth. Its larger loans and its base in the Washington area are possible reasons. Majority-minority areas, by contrast, took 35.2% of its loans, against 11.4%, a higher share than at about four in five peers.
Originations rose 3%, to 471, against 7% at similar lenders and 10% for the whole market. It has made between 454 and 471 loans a year since 2023, far below the 837 of 2020. It lent $114.8 million, against $273.1 million five years before.
