Vegacoop is a small Puerto Rico lender whose loans are less than half the size of similar lenders' and whose lending has fallen for three years.
Its typical loan was $115,000, against $285,000 at similar lenders, independent non-bank lenders making between half and twice as many loans. That puts it lower than about nineteen in twenty. It lends only in Puerto Rico, in 21 counties, and all its loans are in neighborhoods where most residents belong to minority groups, as in every year shown.
It made 74 loans in 2025, down 9%, after 129 in 2022, its most in the years shown; it first reported in 2009. Similar lenders fell by 3%. Its lending is split almost evenly between refinancing and buying.
Loans insured by the Federal Housing Administration (FHA) rose to 23.0% of its lending from 9.9%, against 10.6% at similar lenders. Rural loans guaranteed by the Department of Agriculture's Rural Housing Service, which made up 28.3% five years before, are now none. It also lent more in poorer neighborhoods (low- and moderate-income tracts) than about seven in ten similar lenders, at 27.0%.
In San Juan-Bayamón-Caguas it ranked 31st of 63 lenders with 0.4% of dollars, down from 0.5%. Banco Popular de Puerto Rico leads. It made fewer loans in 2025, which may account for the dip, and its smaller loans count for less in a dollar share.
