Our analysis, 2025
The Peoples Bank, a small bank in Chestertown, Maryland, is mainly a refinance lender: refinances made up 62.5% of its 32 loans in 2025.
The bank first reported under HMDA in 2008. It filed no report for 2020, 2021 or 2022. Those are gaps in the record, not years without lending. It made 59 loans in 2018, 29 in 2023 and 32 in 2025.
Home purchases made up 34.4% of its loans. Every loan was conventional. Its typical loan was $150,000, against $175,000 at similar lenders, state non-member banks making between half and twice as many loans.
Its loans rose from 23 to 32, a rise of 39%, while similar lenders' lending was flat. With so few loans, a handful either way moves that figure, so the rise says little about a trend. Its shares of loans to particular borrowers or neighborhoods rest on too few loans to read much into. It lends in one state and seven counties, and ranked 91 of 383 lenders in non-metro Maryland.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
FIG. 1 — LOANS ORIGINATED, 2018–2025
Originated means the loan was made: applications denied, withdrawn or not accepted are not counted. Years with no HMDA report from this lender are left out: since 2020 a bank making fewer than 100 closed-end loans a year need not report. The Peoples Bank took 42 applications in 2025.
