Our analysis, 2025
PacWest Funding, an Oregon non-bank lender, now makes only a handful of home-purchase loans a year, a fraction of what it made before 2020.
Every one of its 17 loans in 2025 was a conventional loan to buy a home, with no government backing and no refinancing. In 2020, too, every loan was conventional. It lends in two states, mostly in Oregon.
It made 344 loans in 2019 and 287 in 2018. By 2020 the figure was 135, and by 2023 just 30. The record holds no 2024 figures, so the change over the past year cannot be measured. Similar lenders also made fewer loans in 2025, down 20%, but the data do not explain its longer fall.
Its biggest foothold is Grants Pass, where its share rose from almost nothing to 0.2%, ranking 71 of 168 lenders. Nations Lending and Rogue Credit Union lead there. In Albany it holds 0.1%. In Portland-Vancouver-Hillsboro, its largest market by dollars, it ranks 405 of 566.
With 17 loans, its shares of lending to low- and moderate-income borrowers, to poorer neighborhoods or on manufactured homes rest on one or a few loans each. They say little about how it compares with similar lenders, non-bank or government lenders making between half and twice as many loans.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
