Our analysis, 2025
L.C.E. Federal Credit Union, a small credit union in Painesville, Ohio, made 27 loans in 2025, most of them refinances, up from 16 a year earlier.
Refinances made up 81.5% of its 27 loans in 2025; other purposes and home improvement made up the rest. Every loan was conventional, with no government backing. It made no home-purchase loans.
Its loans rose 69%, from 16 to 27, faster than more than nine in ten similar lenders, credit unions making between half and twice as many loans. Those peers shrank 5% at the middle, while the whole market grew 10%. From so low a base, the rise is too small to call a trend.
Its typical loan was $55,000, against $95,000 at similar lenders, smaller than at more than nine in ten of them. With so few loans, its shares of lending to particular borrowers and neighborhoods are too small to read much into.
It first reported in 1993 and has lent in Cleveland since then, ranking 230 of 577 lenders in 2025. The Huntington National Bank led that market. It filed no report from 2018 to 2022; those are gaps in the record, not years without lending.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.

Originated means the loan was made: applications denied, withdrawn or not accepted are not counted. Years with no HMDA report from this lender are left out: since 2020 a bank making fewer than 100 closed-end loans a year need not report. L.C.E. Federal Credit Union took 33 applications in 2025.
