ICE Lender Holdings, a New York non-bank that first reported in 2023, has tripled its lending in two years, and most of its loans now refinance existing mortgages.
It made 498 loans in 2023, 1,040 in 2024 and 1,545 in 2025. The latest rise, 49%, compares with 18% at similar lenders (lenders of the same type making between half and twice as many loans) and 10% in the whole market. That was faster than about three in four of its peers.
Refinancing made up 60.8% of its loans and purchases 39.2%. Every loan was conventional, with no government backing. It lends in 251 counties across 35 states. Its largest market is New York, where it ranked 38 of 802 lenders; in Kiryas Joel-Poughkeepsie-Newburgh its share rose to 0.5% from 0.3%.
Its loans went disproportionately to poorer neighborhoods (low- and moderate-income, or LMI, tracts): 53.2%, against 28.6% at the typical peer. Majority-minority tracts took 60.2%, against 42.3%. Both shares are higher than at about nine in ten similar lenders.
Its typical loan was $345,000, down from $435,000 in 2024 but above the $305,000 of its peers. Its typical rate, 7.38%, was close to the 7.50% of its peers.
