City 1st Mortgage Services, LC, a Utah home-purchase lender that leans heavily on government-backed loans, made half as many loans in 2025 as in 2024.
Halved in a year
Its loans fell 49%, from 1,385 to 706. Similar lenders, independent non-banks making between half and twice as many loans, grew 2%, and the whole market grew 10%; almost none of them shrank as fast. The figures do not say whether it chose to pull back or lost business.
A government-loan specialist
Loans insured by the Federal Housing Administration (FHA) made up 31.3% of its lending, against 21.3% at similar lenders. Loans guaranteed by the Department of Veterans Affairs (VA) made up 16.6%, against 5.7%, a higher share than at nine in ten of them. In 2020 its VA share was 5.8%. Purchases were 85.4% of its loans.
Spread across the country
Though based in Utah, it lends in 34 states, and Texas is its largest. Houston is its largest market, where it ranked 249 of 929 lenders. It gained ground in Anchorage, rising from 0.1% to 0.3% of that market, while its share slipped in Virginia Beach and Phoenix, as a halving of volume would suggest.
More loans in poorer neighborhoods
Some 22.3% of its loans went to low- and moderate-income (LMI) neighborhoods, against 18.1% at similar lenders, a higher share than at about seven in ten of them. LMI borrowers took 28.3%, against 24.6%. Its weight in government-backed loans is one plausible reason.
Similar lenders: same lender type, originations between half and twice the lender's in the data year.
