Citizens Bank & Trust Company, a small Covington, Louisiana bank that has reported since 1990, made 31 mortgages in 2025, about a third of them in poorer neighborhoods.
Slidell-Mandeville-Covington is its largest market, and it has lent there since 1990; in 2025 it ranked 56 of 277 lenders.
