Capital Concepts, a small Houston refinance lender, makes modest loans that go far more often than its peers' to poorer and majority-minority neighborhoods.
Refinancing made up 85.6% of its 111 loans, nearly all conventional. Its typical loan was $195,000, less than at about nine in ten similar lenders, meaning non-bank lenders making between half and twice as many loans, whose typical loan was $385,000.
Low- and moderate-income neighborhoods received 51.8% of its loans, against 24.1% at similar lenders. Its share was higher than at more than nine in ten of them. Borrowers with low or moderate incomes took 44.1%, and majority-minority neighborhoods 61.3%, against 37.9%. Small loans on cheaper homes fit that pattern.
Its loans rose 41%, from 79 to 111, while similar lenders fell 6% and the whole market grew 10%. The rebound leaves it well below the 269 loans it made in 2018.
It lends in nine states. It entered Kansas City and Chattanooga in 2023 and three more markets, including Knoxville, in 2025. It remains a minor lender everywhere, ranking 448 of 929 in Houston and 426 of 1,026 in Dallas.
