WEPCO Federal Credit Union is a small refinance lender in rural Maryland and West Virginia, and half its borrowers have low or moderate incomes.
Refinances made up 79.6% of its 49 loans in 2025 and purchases the rest. Its typical loan was $85,000, against $92,500 at similar lenders (credit unions making between half and twice as many loans), near the middle of them. All its loans were conventional.
