Vermilion Valley Bank is a small rural Illinois bank that mostly makes small refinance loans and lends to low- and moderate-income borrowers more than most similar lenders.
Refinances made up 73.5% of its 49 loans in 2025 and purchases the rest. Its typical loan was $75,000, against $165,000 at similar lenders (state non-member banks making between half and twice as many loans), smaller than nearly all of them.
