Spring Valley Bank, a small Cincinnati-area bank that lends mainly to home buyers, halved its mortgage lending in 2025, extending a decline that began after its 2020 peak.
It made 65 loans, down 50% from 129 in 2024. Similar lenders, state non-member banks making between half and twice as many loans, grew by a typical 9%, and its fall was steeper than at nearly all of them. Its lending peaked at 295 loans in 2020 and has fallen every year since. The figures do not show why.
Home purchases made up 81.5% of its loans; refinances only 6.2%. All were conventional. Its typical loan rose to $185,000 from $145,000, close to the $175,000 typical of its peers.
Of its loans, 34.4% went to homes in low- and moderate-income neighborhoods, against 18.6% at peers, higher than more than four in five of them. In majority-minority neighborhoods its share was 23.1%, against 6.6%. Both shares were lower than in 2024 but remain well above its peers'.
It has lent in Cincinnati since 2001. Its share there fell from 0.2% to 0.1%, and it ranks 125 of 621 lenders; the fall follows from its smaller lending. United Wholesale Mortgage led the market. In 2025 it also began lending in rural Michigan.
