Merchants & Planters Bank is a small Mississippi bank, centered on Jackson, that lends mostly to refinance and makes far more of its loans in majority-minority neighborhoods than similar banks do.
Refinances made up 63.3% of its 49 loans in 2025, with purchases and other purposes at 18.4% each. Its loans slipped 4% from 51, while similar lenders (state non-member banks making between half and twice as many loans) grew 4%. It filed no report for 2020 to 2022, so its record has a gap there.
Some 26.5% of its loans went to majority-minority neighborhoods, against 5.6% at the typical peer, a larger share than at about four in five of them. Its share in low- and moderate-income (LMI) neighborhoods was lower, at 6.2% against 18.6%. On fewer than fifty loans a few can move either figure; the LMI share was 13.7% a year earlier.
