Library of Congress Federal Credit Union, a Maryland credit union, lends mostly for home improvement and other purposes rather than for buying homes.
Home-improvement loans made up 48.3% of its 87 loans in 2025, and other purposes 35.6%. Purchases were just 10.3%. Its typical loan was $105,000, half the $210,000 of five years before; a shift toward smaller loans of this kind could explain that, though the data do not show when the mix changed.
Its loans fell 19%, from 108, while similar lenders (credit unions making between half and twice as many loans) grew 7%. Only about one in seven peers fell further. It filed no report for 2021 or 2022, so those years are gaps in the record, not years without lending.
Majority-minority neighborhoods took 51.7% of its loans, against 9.2% at similar lenders, higher than nearly nine in ten of them. Its share in poorer neighborhoods (low- and moderate-income, or LMI, tracts), 19.5%, was a little above peers' 17.2%.
Washington-Arlington-Alexandria is its largest market, where it ranks 354 of 757 and has lent since at least 1990. In 2025 it made its first loans in Chicago-Naperville-Elgin and non-metro Texas, and it now lends in 8 states, though Maryland remains its base.
