LibertyOne Credit Union is a small Texas lender that makes nothing but refinance loans, and more than half of them go to majority-minority neighborhoods.
Every one of its 73 loans in 2025 was a refinance, and all were conventional. Its typical loan was $85,000, below the $95,000 of similar lenders (credit unions making between half and twice as many loans). It makes no purchase or home-improvement loans at all.
Majority-minority neighborhoods took 57.5% of its loans, against 9.3% at similar lenders, a higher share than nine in ten of them. Poorer neighborhoods (low- and moderate-income, or LMI, tracts) took 21.9%, higher than about two-thirds of peers. Dallas-Fort Worth-Arlington is its largest market, where it ranks 470 of 1,026 lenders. United Wholesale Mortgage and Rocket Mortgage lead there. All of its lending is in Texas, across 14 counties.
