Citizens State Bank, a small bank that first reported in 2023, raised its loan count by 37% in 2025, and about half its loans went to majority-minority neighborhoods.
It made 97 loans in 2025, up from 71 the year before and 55 in 2023, its first year of reporting. Similar lenders (state non-member banks making between half and twice as many loans) grew by 9%, and the whole market by 10%. Its growth was faster than about four in five of them.
Its typical loan was $135,000, against $175,000 at similar lenders. All its loans were conventional and none were for manufactured homes. Refinances made up 61.9% of its lending and purchases the rest.
Nearly half its loans, 49.5%, went to majority-minority neighborhoods, against 6.2% at similar lenders, which puts it among the highest tenth. It lent 27.1% in poorer neighborhoods (low- and moderate-income, or LMI, tracts), against 18.3%. Both shares fell from 2024, when they were 81.7% and 40.8%. The make-up of the six counties it serves may account for the high shares, and with fewer than 100 loans a year, a handful of loans can move them.
In Lubbock, where it has lent since 2023, it ranks 26 of 341 lenders. Its share of the $1.78B market rose to 0.8% from 0.5%. Texas Tech Federal Credit Union, Alliance Credit Union and T2 Financial lead there.
