Our analysis, 2025
Charter Bank lends in one city, Corpus Christi, and most of its loans go to majority-minority neighborhoods there.
All its lending is in one metro, Corpus Christi, where it has lent since at least 1990. It ranks 52 of 389 lenders, with a 0.4% share in both 2024 and 2025. DHI Mortgage Company and United Wholesale Mortgage lead the market.
Majority-minority neighborhoods took 72.5% of its loans, against 6.0% at similar lenders (state non-member banks making between half and twice as many loans), more than at nearly all of them. Low- and moderate-income neighborhoods took 35.0%, against 19.0%. Lending confined to three counties in one metro is one plausible reason both figures differ so much from its peers'.
Its originations fell 9% to 40, while similar lenders grew 2%. Its typical loan of $125,000 was smaller than at about three in four peers; home improvement made up 20.0% of its lending, and such loans tend to be small. It filed no report for 2020 to 2022, so the record has a gap. On 40 loans, small changes move every share a long way.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
FIG. 1 — LOANS ORIGINATED, 2018–2025
Originated means the loan was made: applications denied, withdrawn or not accepted are not counted. Years with no HMDA report from this lender are left out: since 2020 a bank making fewer than 100 closed-end loans a year need not report. Charter Bank took 57 applications in 2025.
