RiverHills Bank, a Cincinnati lender, is growing again, and it lends to poorer borrowers and through government programs far more than most banks of its kind.
It made 352 loans in 2025, up 18% from 298. Similar banks (state non-member banks making between half and twice as many loans) grew by 9%, and the whole market by 10%. That put it ahead of about seven in ten of them. It remains well short of 2020, when it made 640.
Purchases made up 83.5% of its lending. Nearly one loan in ten, 9.7%, was insured by the Federal Housing Administration (FHA), and 4.5% were guaranteed by the Department of Veterans Affairs (VA). The typical similar bank made none of either.
It made 45.1% of its loans to low- and moderate-income (LMI) borrowers, against 28.3% at similar banks. That is higher than nearly all of them, and up from 38.7% a year earlier. Its typical rate, 6.62%, was lower than at about three in four.
In Cincinnati, where it has lent since at least 1990, it ranks 47 of 621 lenders and held its share at 0.5%. United Wholesale Mortgage leads there. In 2025 it began lending in Wheeling and took 0.8% of that market at once, ranking 23 of 145. WesBanco Bank leads.
