Our analysis, 2025
First Peoples Community Federal Credit Union lends mostly outside the cities, in the non-metro parts of Maryland, West Virginia and Pennsylvania, and more of its loans refinance homes than buy them.
It ranks 27 of 383 lenders in non-metro Maryland and 45 of 299 in non-metro West Virginia, markets it has served since 1991. Rocket Mortgage leads both. It ranks lower, 126 of 643, in non-metro Pennsylvania.
Refinances made up 55.4% of its loans and purchases 43.5%, all of them conventional. Its typical rate was 6.25%, against 6.88% at similar lenders (credit unions making between half and twice as many loans), lower than at about four in five of them.
Low- and moderate-income (LMI) areas took 20.2% of its loans, against 16.0% at similar lenders, more than at about seven in ten of them. Five years before, the share was 7.8%. It turned down 4.9% of first-lien home-purchase applications on owner-occupied homes, against 7.6% at similar lenders.
Its loans rose 2% to 278, while similar lenders grew by 7% and the whole market by 10%. It made 680 loans in 2020 and fewer in each year after that until 2025. A lender that leans on refinancing, as this one does, may simply feel swings in refinance demand more than most.
Similar lenders: same lender type, originations between half and twice the lender's in the data year. Written from the 2025 HMDA data and checked figure by figure against it.
