Citizens State Bank of New Castle, Indiana lends more to people of modest means than most similar banks, and its lending grew by 41% in 2025.
Back to growth
The bank made 141 loans in 2025, up from 100. That rise was faster than at more than four in five similar lenders (state non-member banks making between half and twice as many loans). The money it lent grew faster still, from $13.2 million to $34.2 million. It also gained a little share in Muncie, IN and in Indianapolis-Carmel-Greenwood, IN.
Small loans, many purposes
Its typical loan was $105,000, smaller than at nearly nine in ten similar lenders, where it was $175,000. Its mix helps explain why. Home purchases were only 38.3% of its lending; refinancing, home improvement and other purposes made up the rest. Every loan was conventional, with no government backing.
A lender to modest earners
Low- and moderate-income (LMI) borrowers took 41.1% of its loans, against 28.0% at similar lenders, more than at four in five of them. Its share in LMI neighborhoods was higher than its peers' too. Majority-minority neighborhoods took just 0.7%. That may reflect the make-up of the 20 counties where it lends, most of them in Indiana.
Similar lenders: same lender type, originations between half and twice the lender's in the data year.
