Five Star Bank is a New York lender that gained share in Rochester and Buffalo in 2025 while its loan count slipped, and lends to low- and moderate-income (LMI) borrowers far more than most similar lenders.
Its share in Rochester, NY rose from 1.0% to 2.3%, ranking 12 of 251, and in Buffalo-Cheektowaga from 2.8% to 3.0%, ranking 8 of 267. In Ithaca, NY its share fell from 10.3% to 4.9%, and in Elmira from 0.9% to 0.5%. One possibility is that it shifted lending toward the larger metros where it gained.
Its loans fell 3%, against growth of 7% at similar lenders (state member banks making between half and twice as many loans) and 10% for the whole market. Yet its dollar volume rose from $218.7 million to $326.3 million, higher than more than eight in ten similar lenders, while its typical loan of $145,000 is smaller than about three in four. A small number of large loans could produce that pattern.
LMI borrowers took 40.9% of its loans, against 26.6% at similar lenders, higher than more than nine in ten, though down from 46.4% five years before. Loans in LMI tracts were 19.5%, against 15.8%.
It made 702 loans, against 1,813 in 2020. Purchases are 54.0% of its loans, home improvement 19.2% and refinances 17.0%. A move toward fewer, larger loans, which its 2025 dollar volume suggests, could be one reason.
