Firstar Bank is an Oklahoma lender with an unusually large government-backed book, second in Fort Smith, AR-OK, where its share fell in 2025 as its loans dropped 21%.
Loans insured by the Federal Housing Administration (FHA) were 20.8% of its lending, loans guaranteed by the Department of Veterans Affairs (VA) 6.4%, and loans guaranteed by the Department of Agriculture's Rural Housing Service (RHS) 5.4%, against 0.1%, 0.3% and 0.0% at similar lenders (state non-member banks making between half and twice as many loans). Loans in low- and moderate-income tracts were 21.7%, against 14.7% at similar lenders, higher than more than eight in ten of them.
