Empower Federal Credit Union ranks first of 246 lenders in Syracuse, NY, and lends to low- and moderate-income borrowers more than nearly all similar credit unions.
It held 12.0% of the Syracuse market in 2025, ahead of Americu Credit Union and Rocket Mortgage, against 12.7% a year earlier. Its share rose in Binghamton, NY, to 2.7% from 2.3%. The small Syracuse slip could reflect competitors growing faster there, or larger loans made by others, since shares are counted in dollars.
Home improvement made up 36.4% of its loans, more than purchase (24.5%) or refinance (23.3%). Its typical loan was $95,000 against $105,000 at similar lenders (other credit unions making between half and twice as many loans), lower than about five in six of them. So it made more loans than most peers, 3,131 against a typical 2,460, but lent fewer dollars: $402.6 million against $509.4 million.
Low- and moderate-income (LMI) borrowers took 43.3% of its loans, against 27.5% at similar lenders and its own 35.2% five years before, higher than nearly all of them. Its share in LMI neighbourhoods, 18.4%, was higher than about nine in ten. Majority-minority neighbourhoods took 5.0% against 9.9%, which could reflect markets centred on Syracuse and non-metro New York.
Originations rose 7%, slightly below the 9% typical of similar lenders and the whole market's 10%. It also bought 303 loans, down from 402, where most similar lenders bought none.
